The substance abuse problem in WVa is well known and unfortunately growing. It now extends to the animal population. Milton WVa police responding to complaints of rabid raccoons found a 'gaze' of stumbling raccoons, laughing and trying to pick up a very ugly female. The problem, fermented crap apples.
